What The Data Shows

The National Bank of Ukraine recorded an overall July Business Activity Expectations Index of 50.1. The aggregate number is only slightly above the neutral 50 level. The more useful reading is the sector split.

  • Construction: 54.2, supported by recovery, infrastructure and road-work demand.
  • Trade: 50.8, supported by supply availability and consumer demand.
  • Industry: 50.7, supported by domestic demand and energy stability, with export execution more cautious.
  • Services: 48.8, constrained by costs, logistics and qualified-personnel shortages.

Why It Matters

A single recovery headline hides different operating realities. Construction currently has the clearest implementation momentum. Trade depends on resilient distribution and working capital. Industry remains exposed to energy, labour, customs and export execution. Services show the sharpest gap between demand and delivery capacity.

Capital Is Becoming More Targeted

The Ministry for Development of Communities and Territories reported a EUR 1.08 billion EU support package for municipal heating, water, wastewater, waste management, energy efficiency and social housing. This improves visibility of sector and institutional routes, but not project-level approval or implementation capacity.

What Still Filters Entry

  • A defined asset, contract, procurement or counterparty route.
  • Labour, logistics, energy and working-capital capacity at the operating level.
  • Project documentation, decision authority and implementation ownership.
  • Evidence that a financing programme has converted into a specific allocation or transaction.
